Membership

By signing up at joinexpress.pillarapps.com, you (the "Member") enroll your motor carrier company in the Express Drug Testing Consortium. We act as your Third Party Administrator (C/TPA) for federal drug and alcohol testing under 49 CFR Part 40 and 49 CFR Part 382.

Fees

  • Annual consortium fee: $250 per company per calendar year
  • First year is prorated for the months remaining in the calendar year of signup
  • Renewal invoices are sent in December for the following calendar year
  • Drug and alcohol tests are billed separately at market rates
  • Membership terminates if invoices remain unpaid 60 days past due

Your responsibilities

  • Keep your driver roster current — notify us when drivers are added or removed
  • Send each new driver for a pre-employment test before adding them to the random pool
  • Designate us as your C/TPA in the FMCSA Clearinghouse
  • Distribute the drug and alcohol policy to all drivers and obtain signed acknowledgments
  • Notify selected drivers of random tests within the required reporting window

Our responsibilities

  • Run quarterly random selections at FMCSA-mandated rates (50% drug, 10% alcohol for 2026)
  • Provide MRO review of all positive results
  • Report violations to the FMCSA Clearinghouse
  • Maintain audit-ready records for at least 5 years
  • Send timely invoices and renewal notices

Cancellation

You may cancel your membership at any time by emailing shana@cdlchiro.com. Annual fees are non-refundable once paid. Cancellation does not erase compliance records, which are retained per federal regulation.

Limitation of liability

Express Drug Testing Consortium provides administration and recordkeeping services. We do not guarantee that participation in this consortium prevents DOT violations or audit findings. Members are ultimately responsible for their own compliance with federal regulations.

Governing law

This agreement is governed by the laws of the State of Colorado.
